The Philippine Atmospheric Geophysical and Astronomical Services Administration is monitoring a low pressure area outside the Philippine Area of Responsibility.
PAGASA said the LPA has a "high" chance of developing into a tropical depression in the next 24 hours.
So far, it is located 2915 km east of Southeastern Mindanao.
PAGASA said so far, Batanes and Babuyan Islands will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the southwest monsoon affecting extreme Northern Luzon.
Flash floods or landslides during severe thunderstorms are possible.
Metro Manila and the rest of the country, meanwhile, will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms.
The whole country will have light to moderate winds and moderate coastal waters, PAGASA said.
