The low pressure area east of Southeastern Luzon has entered the Philippine Area of Responsibility.
The Philippine Atmospheric Geophysical and Astronomical Services Administration said it has a "high" chance of developing into a tropical depression within the next 24 hours.
Cloudy skies with scattered rains in the meantime will prevail over Bicol Region and Eastern Visayas due to the trough of the LPA affecting the eastern sections of Southern Luzon and Visayas.
Flash floods or landslides due to moderate to at times heavy rains are expected.
Mindanao, Western Visayas, Negros Island Region, Central Visayas, and Palawan, meanwhile, will have cloudy skies with scattered rains and thunderstorms, this time, due to the southwest monsoon affecting Mindanao and Palawan.
Metro Manila and the rest of Luzon will experience partly cloudy to cloudy skies with isolated rain showers due to localized thunderstorms.
PAGASA said the entire country will have light to moderate winds and slight to moderate waters.
