Classes in public and private schools on Friday, August 28, were suspended in some areas starting 1 p.m. "in anticipation of the further enhancement of the southwest monsoon (Habagat) by the Low-Pressure Area (LPA) that entered the Philippine Area of Responsibility."
According to Memorandum Circular No. 132 signed by Acting Executive Secretary Ralph Recto, government work was also suspended in the following areas upon the recommendation of the National Risk Reduction and Management Council:

Abra
Benguet
Ilocos Sur
La Union
Pangasinan
Bataan
Bulacan
Nueva Ecija
Pampanga
Tarlac
Zambales
Batangas
Cavite
Rizal
Oriental Mindoro
Occidental Mindoro
The Palace said agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall, however, continue their operations and render the necessary services.
A localized suspension of classes and government work may also be announced by their respective local chief executives in areas that are not covered by the suspension, "pursuant to relevant laws, rules and regulations," it said.
The suspension of work or adoption of alternative work arrangements in the private sector shall, meanwhile, be reportedly left to the discretion of management.
