All tropical cyclone wind signals have been lifted as "Luis" weakened into a low pressure area.
The Philippine Atmospheric Geophysical and Astronomical Services Administration said the center of the now-LPA was so far in the vicinity of Peñablanca, Cagayan.
It is moving west northwestward at 10 km/h.
PAGASA said the southwest monsoon, however, will bring strong to gale-force gusts most of Luzon and Visayas, Zamboanga del Norte, Lanao del Norte, Misamis Occidental, Camiguin, Surigao del Norte, Dinagat Islands, Sarangani, Davao Occidental, and Davao Oriental today and tomorrow.
Most of the country will experience the same conditions on Wednesday.
PAGASA said the LPA may still move "generally east northeastward towards the Philippine Sea before becoming fully assimilated into the circulation of Tropical Cyclone "Dolphin.""
"Unless re-development occurs, this is the final bulletin for this weather disturbance," PAGASA said.
