The massive allocations funnelled into public works— hundreds of billions spent in recent years—have left the public asking where the money actually went as cities submerge and bridges collapse.

Yet, precisely as public anger reached a boiling point over alleged "ghost" and substandard flood control projects, the political apparatus pivoted. The front-page headlines abruptly shifted from accountability over inundated communities to the arrest warrant and bail proceedings of Vice President Sara Duterte.

On Saturday, Duterte posted bail following a trial court order issuing her arrest on three counts of grave threats linked to comments regarding President Ferdinand Marcos Jr., the first lady, and a former House speaker. The order marks an escalation in her legal trouble alongside an impeachment trial in the Senate—a process that could remove her from office and derail a potential 2028 presidential bid.

Dressed in black and surrounded by police outside the court, Duterte told reporters she did not feel safe, accusing authorities of harassment:

"If I post bail, the harassment won’t stop. If I don’t post bail, I’ll be taken to the police. I have no trust in the police, I have no trust in the courts. I do not feel safe at all."

She went further to ask who would be held accountable "if I die tonight,* saying police would simply "wash their hands and call it an accident." In response, Interior Minister Jonvic Remulla claimed the police accorded her the respect she deserved, adding: "It's very unfortunate that all the pressure in her life is affecting her perception."

The timing of this legal spectacle is as transparent as it is calculated.

Faced with relentless scrutiny regarding massive spending on flood mitigation that failed when the monsoon hit, political opponents have turned to high-stakes legal drama to dominate the news cycle.

By weaponizing arrest orders and escalating impeachment maneuvers, the administration's allies hope to direct the public's eyes away from submerged streets and toward political courtrooms.

This tactic is classic political misdirection: create a sensational political circus to drown out a public works scandal.

However, no arrest warrant, press statement, or Senate trial can erase the lived reality of millions of Filipinos currently wading through floodwaters.

A political arrest may capture headlines for a few days, but it cannot repair ruined harvests, replace lost property, or restore trust in compromised infrastructure.

The government may attempt to shift the nation’s focus to political rivalries, but the public will not forget who was left stranded when the rains fell.

No amount of political theatre can wash away the floodwaters.
