The tropical cyclone outside the Philippine Area of Responsibility has weakened into a tropical storm.
The Philippine Atmospheric Geophysical and Astronomical Services Administration said it was, however, still monitoring "Noul" 930 km west northwest of extreme Northern Luzon.
"Noul" is moving north northwestward at 15 kph.
It is packing winds of 64 kph and has a gustiness of 110 kph.
PAGASA said general flood advisories have so far been raised over Davao Region and the Bangsamoro Autonomous Region in Muslim Mindanao.
According to the weather bureau, the conditions are due to the southwest monsoon affecting Luzon and the western section of Visayas.
