DICT, SINABON DAHIL SA P2 BILYON UTANG SA 3 TELCOS PARA SA FREE WI-FI PROJECTS NG GOBYERNO

Sinermunan ng mga mambabatas ang pamunuan ng Department of Information and Communications Technology (DICT) ng mabisto na baon sa utang ng halos P2 bilyon sa mga telco para sa free wi-fi.   Sa pagharap ng ahensya sa House Committee on Appropriations, tinukoy ni House senior deputy minority leader at Northern Samar 1st District Paul Daza na dahil sa malaking utang ng DICT walang telco ang gustong magbigay ng bandwidth para sa free wi-fi.   Batay sa datos ng DICT mayroon pa silang P1 bilyon na utang sa PLDT at halos P500 milyon sa Globe.   “You have so much money, pay them. We already had this discussion last October, the businesses are hurting, ang daming pera, you would be helping these large companies so they don’t retrench. You have the private sector and then now you can partly solve the issues on the implementation of free public wi-fi. Mabayaran mo yung PLDT, Globe o Converge,…your problem is not procurement now. Nobody wants to participate, ang daming utang,” sambit ni Daza.   Paliwanag naman ni DICT Assistant Secretary Heherson Asiddao, sisimulan na nilang bayaran ang documented payables oras na ma-release ng Department of Budget and Management (DBM) ang P1.5 bilyon na pambayad.   Pero ayon kay Appropriations senior vice-chair Marikina City 2nd District Representative Stella Luz Quimbo, gamitin na lamang ng ahensya ang kanilang P2.5 billion na cash on hand bilang pambayad sa mga utang.   “Third quarter? So maghihintay pa tayo ng 2 more months? Sec. Uy, that is unacceptable. You have 2.5 billion with you in cash today and you have huge payables which is one of the obstacles. As far as we are concerned, unacceptable po yun. You need to settle that today,” hirit ni Quimbo   Nanindigan naman si Asiddao na batay sa panuntunan ng ahensya, 3rd quarter pa mailalabas ang pondo.   Nang hingan naman ng paglilinaw ang DBM, sinabi ni Chief, Budget and Management Specialist James Evangelista na maaaring mapaaga ang paglabas ng naturang pondo basta’t maka-comply ang DICT sa documentary requirements.
